Suspended scaffolding is one of the most heavily regulated categories of construction equipment under OSHA, and for good reason — the consequences of a rigging failure at height are severe. The Governing Standard

Suspended scaffolding falls under OSHA 29 CFR 1926 Subpart L (Scaffolds), with specific provisions for suspension scaffolds in 1926.451 and 1926.452. These rules cover everything from load capacity to fall protection to who is allowed to supervise erection and dismantling.

Key Requirements Every Rig Must Meet

1. Load Capacity and Safety Factor

OSHA requires suspension scaffolds to be designed with a safety factor of at least 4:1 relative to the maximum intended load for the scaffold and its suspension ropes — and 6:1 for the rigging supporting non-adjustable suspension scaffolds. In practice, this means the system is engineered to hold several times the actual working load before failure, which is why stamped engineering is non-negotiable on every job.

2. Competent Person Oversight

OSHA requires that scaffolds be erected, moved, dismantled, or altered under the supervision of a "competent person" — someone with the training and authority to identify hazards and take corrective action. This isn't a formality; it's a specific, documented role that a legitimate provider will always have on site.

3. Fall Protection

Workers on suspended scaffolds must be protected by both guardrails and a personal fall arrest system — a body harness connected to an independent vertical lifeline, separate from the platform's suspension system. This redundancy means that even if the platform suspension were somehow compromised, the worker's fall protection remains independent.

4. Inspection Requirements

Scaffolds must be inspected by a competent person before each work shift and after any event that could affect structural integrity — high winds, for example. Suspension ropes, in particular, require close visual inspection for wear, kinking, or damage before each use.

5. Direct Connections and Tiebacks

The points where a suspended scaffold connects to the building — outriggers, tiebacks, counterweights — must be engineered and installed to prevent movement, tipping, or failure under load. 6. Counterweights and Tiebacks

When counterweights are used to stabilize outriggers, OSHA prohibits substituting anything other than the specified counterweight material — no improvised weights, and no removing weight to "make it work" on a tight roof.
